Reenacts and revises the Mississippi Small Business Regulatory Flexibility Act, which establishes a Small Business Regulatory Review Committee to review proposed rules affecting small businesses (defined as entities with fewer than 100 full-time employees or less than $10,000,000 in gross annual revenue).

Modifies committee composition to include 12 members appointed by the Governor (including the Executive Director of the Mississippi Development Authority), Lieutenant Governor, and Speaker of the House, with two legislators each potentially serving as non-voting ex officio members.

Removes the three-year term limitation for appointed committee members, allowing them to serve continuously subject to reappointment.

Authorizes the committee to submit its own economic impact statement to the Secretary of State if an agency claims a proposed rule has no economic impact on small businesses or fails to file an economic impact statement, with an additional 60 days to submit comments if the regulatory process is incomplete.

Repeals the sunset provision (Section 25-43-4.109) that previously limited the Small Business Regulatory Flexibility Act, making it permanent, effective July 1, 2016.
