Amends Mississippi Code Section 49-23-9 to limit outdoor advertising signs erected on or after April 15, 2008, to a maximum height of 40 feet above road grade or site grade, whichever applies.

Establishes that signs erected before April 15, 2008, with no height limitation are considered conforming structures and may remain regardless of height.

Clarifies that sign structures erected on or after July 1, 2003, may have a maximum sign face area of 672 square feet and maximum length of 48 feet.

Brings forward Sections 49-23-5 and 49-23-27 regarding outdoor advertising restrictions near state-controlled routes and agreements with the U.S. Secretary of Commerce.

Takes effect July 1, 2016.
