Requires every motor vehicle operated in Mississippi to display an insurance sticker on the lower, driver's side of the front windshield as proof of financial responsibility.

Mandates insurance companies issue an insurance sticker along with an insurance card when a motor vehicle liability insurance policy becomes effective.

Makes failure to maintain the insurance sticker on a vehicle a misdemeanor punishable by a $500 fine and up to one year suspension of driving privileges, or until proof of insurance is provided.

Allows the $500 fine to be reduced to $100 if the vehicle owner provides proof of insurance at the hearing, or dismissed entirely if the owner shows insurance was in effect at the time of citation.

Takes effect July 1, 2016.
