Authorizes sheriffs and deputy sheriffs in counties with a population of 95,203 or more (based on 2010 federal census) to use radar speed detection equipment on public roads, streets, and highways within the county, excluding interstate highways and areas within incorporated municipalities.

Requires the county governing authority to conduct a traffic engineering investigation to determine safe and reasonable speeds in accordance with federal and state law before radar equipment is deployed.

Mandates that speed limits be posted following the engineering investigation on all roads where radar will be used.

Effective date is July 1, 2016.
