Requires the Mississippi Transportation Commission to have the Department of Transportation install, operate, maintain, control, and have full jurisdiction over traffic signal lights at the intersection of Mississippi Highway 305 and Bethel Road in DeSoto County at state expense.

Declares the traffic signal lights and intersection to be part of the State Highway System of Mississippi under Mississippi Transportation Commission jurisdiction for construction and maintenance.

Directs that the Mississippi Department of Transportation shall be fully funded to protect public safety on Mississippi Highway 305 and other public roads in the state.

Effective date: July 1, 2016.
