Authorizes motorcycles to lane split between adjacent lanes when traffic is traveling at less than 30 miles per hour in congested zones.

Requires motorcycles to not exceed 10 miles per hour over the speed of stalled traffic while lane splitting.

Mandates motorcycles move to the front of stalled traffic and proceed in normal traffic lanes after passing congestion.

Requires motor vehicles being overtaken by lane-splitting motorcycles to yield to outer edges of their lane.

Makes it a misdemeanor under Section 63-9-11 for drivers or passengers to impede a motorcycle that is lane splitting; effective July 1, 2016.
