Amends Mississippi Code Section 37-15-9 to allow any child who reaches age six before December 31 of any calendar year to enroll in first grade at the beginning of the school year in which they turn six.

Changes previous requirement that children must reach their sixth birthday on or before September 1 to be eligible for first grade enrollment.

Maintains existing requirements for kindergarten enrollment (child must reach fifth birthday on or before September 1).

Retains provisions allowing out-of-state transfers to enroll at the same grade level if specific conditions are met regarding residency, accreditation, enrollment duration, and educational progress.

Takes effect July 1, 2016.
