Requires motor vehicle operators to move from the left lane when another vehicle is overtaking from the rear, unless specific exceptions apply (traffic congestion, bad weather, hazards, traffic control requirements, turning left, paying tolls, emergency vehicles, or highway maintenance).

Law enforcement must first ticket any speeding vehicle overtaking from the rear before citing the left-lane operator for failing to move over.

Requires drivers on two-lane or three-lane roads traveling at slow speeds to pull to the right and allow passage when blocking three or more vehicles behind them.

Exceptions to the left-lane movement requirement include necessity due to traffic conditions, weather, obstructions, legal compliance, left turns, toll payment, emergency operations, or highway work.
