Requires driver's license personnel to receive retraining on accepting civil rights complaints effective July 1, 2016, and mandates that all license examiners comply with training provisions of this bill.

Allows applicants who have never been issued a social security number to obtain a driver's license by filing an affidavit under penalty of perjury affirming they have never received one.

Specifies acceptable documents for proving Mississippi residence, requiring applicants to present at least two documents from a list including utility bills, bank statements, employer verification, insurance policies, vehicle registration, tax forms, or student identification cards.

Creates a new "certificate for driving" issued to persons with federally authorized temporary U.S. presence, valid for one to five years, clearly marked "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION."

Applies all driver's license laws regarding financial responsibility, convictions, suspensions, and revocations to certificates for driving.
