Amends Mississippi Code Section 63-3-519 to authorize county sheriffs and deputy sheriffs to use radar speed detection devices on county roads, streets, and highways outside municipal limits.

Requires that radar use by sheriffs be subject to approval by the county board of supervisors through a formal order adopted and entered in meeting minutes.

Adds sheriffs' radar use as an exception to the existing prohibition against radar speed detection equipment use by law enforcement agencies other than the Mississippi Highway Patrol.

Changes statutory language regarding the Mississippi Highway Safety Patrol from discretionary ("will") to mandatory ("shall") regarding prohibitions on radar use within municipalities with populations exceeding 15,000.

Becomes effective July 1, 2016.
