Authorizes motorcycles, motor scooters, bicycles, and horse-drawn vehicles to cautiously proceed through a red light if the vehicle is the sole occupant of a lane and does not trigger the traffic sensor for a green light.

Requires these vehicles to yield the right-of-way to pedestrians in crosswalks and other vehicular traffic lawfully using the intersection when proceeding through the red light.

Prohibits turns under this exception if a "No Turn On Red" sign is posted, except allows turns at intersections of two one-way streets where permitted.

Applies the same sensor-triggered exception to red lights with green arrows, allowing motorcycles and similar vehicles to make turns when the sensor is not triggered.

Takes effect July 1, 2016.
