Establishes uniform four-year vesting requirement for all Public Employees' Retirement System (PERS) members regardless of membership date, eliminating the previous eight-year requirement for members who joined on or after July 1, 2007.

Modifies Section 25-11-103 to redefine "prior service" to require only four years of contributions for all members to receive service credit before February 1, 1953.

Updates Sections 25-11-105, 25-11-109, 25-11-111, 25-11-113, and 25-11-114 to apply the four-year vesting standard uniformly across eligibility, creditable service, retirement allowance, and disability benefit provisions.

Standardizes survivor and beneficiary benefit eligibility to require four years of membership service for all members, replacing tiered requirements based on membership date.

Takes effect July 1, 2016.
