Expands the Department of Finance and Administration's (DFA) jurisdiction to include additional state buildings and properties in Jackson, including the Walter Sillers Parking Garage, Mississippi Museum Complex, GM&O Depot, former Naval Reserve Center, and other specified addresses, plus all state-owned or leased buildings on seat of government property.

Adds five specific properties to DFA's supervision authority: NASA Shared Services Center and Lockheed Martin Building at Stennis Space Center, Mississippi Sports Hall of Fame, Mississippi Crafts Center, Mississippi Children's Museum, and Mississippi Arts and Entertainment Center.

Extends the repeal date for healthcare and wellness services leasing authority in the Robert G. Clark, Jr. Building from July 1, 2016 to July 1, 2019.

Clarifies DFA's jurisdiction over leasehold interests and leased parking lots and office space used by state employees throughout the Capitol complex and other state properties.

Simplifies Section 29-5-81 by consolidating detailed boundary descriptions of individual buildings into a single reference to "the grounds surrounding all state buildings identified in Section 29-5-2(a)(i) and all seat of government property."
