Deletes the requirement for Medicaid planners to file a $100,000 surety bond with the State Treasurer, while maintaining annual registration requirements with the Division of Medicaid.

Medicaid planners must still register annually and provide business contact information, education level, years of experience, and certification status to the Division of Medicaid.

Removes the surety bond filing requirement from the penalties section, but retains misdemeanor penalties of up to $500 for first violation and up to $2,500 for subsequent violations for failure to register.

Extends the repeal date of the temporary nonemergency transportation program for dialysis services for low-income aged or disabled persons from July 1, 2016 to July 1, 2019.
