Requires oil and gas pipelines built, constructed, or extended using eminent domain to operate as common carriers in Mississippi.

Applies to pipelines conveying oil, gas, carbon dioxide, or other gaseous substances used in secondary or tertiary recovery of hydrocarbons.

Mandates that entities intending to build or extend pipelines on or after July 1, 2016 must declare to the State Oil and Gas Board whether they will use eminent domain, with notice that doing so requires common carrier operation.

Retroactively applies common carrier requirement to existing pipelines that were built, constructed, or extended using the power of eminent domain or threat thereof.

Takes effect July 1, 2016.
