Prohibits school boards in districts with accountability rating grades of "D" or "F" from denying student requests to transfer to another school within the district or to a different school district upon receipt of written petition from parent, legal guardian, or individual in loco parentis.

Requires transfer petition to only state the request for reassignment and identify the receiving district; receiving district must verify the transferring district's accountability rating before accepting the student.

Requires receiving districts to request per pupil expenditures from the transferring district and allows them to refuse acceptance only if lacking capacity to accommodate transfer students.

Requires school districts accepting transfer students from low-performing districts to submit capacity statements to the State Department of Education and fill available seats on a first-come, first-serve basis for students without disciplinary infractions.

Takes effect July 1, 2016.
