Reestablishes the Council for Education Technology, which was repealed on July 1, 2011, as an advisory group attached to the Department of Information Technology Services and the State Board of Education

Council membership includes 7 ex officio voting members (including State Superintendent, Commissioner of Higher Education, and various agency executive directors) plus 8 appointed members serving four-year terms

Appointed members are selected by the Governor (2), Lieutenant Governor (1), Speaker of the House (1), State Board of Education (1), Board of Information Technology Services (1), State Superintendent (1), and Mississippi Development Authority (1)

Council responsibilities include developing a master plan for education technology, advising legislative appropriations committees, reviewing technology plans of state-funded entities, and researching bandwidth issues in Mississippi

Council must meet at least four times per year and submit an annual report to the Legislature; the section is set to repeal on July 1, 2021
