Requires the State Superintendent of Public Education to gather annual reports on student arrests occurring on educational property or during school-related activities.

Mandates that arrest data be disaggregated by race, ethnicity, gender, school, offense, and law enforcement agency involved, but excludes student identities from public reports.

Requires the State Superintendent to submit an annual report to the Governor, Lieutenant Governor, Speaker of the House, and Joint PEER Committee by January 1 each year with arrest data.

Amends existing law requiring school administrators to report unlawful activities (including weapons possession, drug use, assault, rape, murder, and kidnapping) to law enforcement within specified timeframes.

Takes effect July 1, 2016.
