Prohibits local health officers and the State Department of Health from contradicting or rejecting a physician's exemption letter that meets statutory requirements; schools must accept valid exemption letters

Maintains the 90-day grace period for children to complete vaccinations or submit exemption documentation after enrollment, with suspension required for non-compliance
