Amends Section 37-15-39 of the Mississippi Code to clarify that the State Board of Education shall not impose a specific time period for Advanced Placement (AP) and pre-AP course teachers to be recertified, leaving recertification requirements to the discretion of local school boards.

Requires teachers of AP and pre-AP courses to obtain recognized Advanced Placement authority endorsed training as part of clear, specific, and challenging training guidelines established by the State Board of Education.

Maintains existing requirements that school districts offer pre-AP courses to prepare students for AP coursework and that all districts offer at least one AP course in each of four core areas (math, English, science, and social studies).

Exempts public high schools offering the International Baccalaureate Diploma Program from AP course offering requirements but allows them to participate in teacher training and program funding.

Takes effect July 1, 2016.
