Prohibits college and school administrators (including board of trustees members, chancellors, presidents, superintendents, principals, and school board members) from engaging in political activity while performing official duties

Bans the use of institutional time, equipment, supplies, or personnel to produce or distribute materials supporting or opposing political parties, candidates, issues, or lobbying efforts

Prohibits administrators from soliciting political funds from educational personnel or using their official position to influence employees' political views or activities

Establishes penalties enforced by the Secretary of State: $100 civil fine for first offense and $250 fine for second or subsequent violations

Preserves administrators' right to participate in political activities during personal time, but prohibits coercion of other personnel and misuse of institutional resources at all times
