Amends Section 63-7-11, Mississippi Code of 1972, to require vehicle headlights be operated whenever conditions necessitate the use of windshield wipers, in addition to the existing sunset-to-sunrise requirement.

Prohibits vehicle operators from using only parking lights or auxiliary driving lamps during times when full front and rear lamps are required by law.

Makes violation of these headlight requirements a misdemeanor punishable by a fine of not more than $25.00.

Takes effect July 1, 2016.
