Amends Section 37-103-25 of Mississippi Code to limit out-of-state tuition waivers for veteran students enrolled in professional degree programs at state institutions of higher learning.

Excludes nonresident veterans from receiving in-state tuition rates when enrolled in professional schools or colleges, except those who must receive in-state rates under Section 702 of the Veterans Access, Choice and Accountability Act of 2014.

Maintains existing tuition waiver eligibility for veterans enrolled in non-professional degree programs and other eligible nonresident students (Hurricane Katrina/Rita evacuees and those approved under institutional discretionary policies).

Takes effect July 1, 2016.
