Consolidates Leflore County School District and Greenwood Municipal Separate School District into a single Greenwood-Leflore School District, effective July 1, 2019.

Establishes a five-member Board of Education with staggered elections from supervisor districts, with current Greenwood board members continuing in office until successors are elected in November 2018, 2019, and 2020.

Prohibits school board members serving when either district was placed under conservatorship from being eligible for election to the new consolidated board.

Transfers all real and personal property of the former districts to the new consolidated district, effective January 1, 2020, and allows the State Board of Education to administratively consolidate districts that do not voluntarily comply.

Grants the new board authority to appoint the superintendent and up to three assistant superintendents, and requires cooperation with the State Department of Education for program planning and curriculum alignment.
