Brings forward Section 47-7-3, Mississippi Code of 1972, regarding parole eligibility for offenders to allow for possible future amendments.

Maintains existing parole eligibility requirements, including the one-fourth sentence service rule for general offenders and ten-year minimum for life sentences.

Preserves categorical parole prohibitions for confirmed habitual criminals, sex offenders (with limited exception for those under 19), violent crimes, certain drug trafficking, and life sentences without parole.

Establishes that inmates cannot use earned time, good time, or administrative time reductions to lower the time required to serve before parole eligibility.

Takes effect July 1, 2016.
