Establishes an advisory Commission on Chickasaw County Consolidated School District Structure to review and make recommendations for consolidating the Okolona, Houston, and Chickasaw County school districts into a single district with one school board.

Commission composed of 10 members including the State Superintendent of Education (as Chairman), two representatives each from the three school districts, and three community residents appointed by the State Superintendent.

Requires the commission to submit a report by December 1, 2016 to the Legislature, Governor, and State Board of Education with recommendations on consolidation methods, capital facility needs and financing options, and ways to eliminate duplicative administrative spending.

Grants the commission authority to raise and expend nonstate funds and receive staff support from the State Department of Education; commission dissolves after submitting its report.

Takes effect upon passage.
