Applies to Congress under Article V of the U.S. Constitution for a convention of states to propose amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Directs the Secretary of the Senate to transmit copies of this application to the President, Congress, and state legislative leaders to request cooperation in aggregating applications from other states.

Establishes this application as continuing until legislatures of at least two-thirds of states submit applications on the same subjects, allowing aggregation with other states' applications on balancing the federal budget or limiting federal power.

Instructs Mississippi delegates not to support term limits for members of Congress.
