Mourns the death of Edgar Lee "E.L." Boteler, Jr. of Leland, Mississippi, who passed away on March 17, 2016.

Recognizes Boteler's service in the Mississippi House of Representatives from 1956-1972 and his role as Director of the Mississippi State Highway Department.

Commemorates his personal achievements including his work as a farmer, woodworker, and gardener whose botanical garden was featured in Southern Living magazine and archived by the Smithsonian.

Acknowledges his faith and service as a Ruling Elder in the Presbyterian Church (U.S.A.) and his family legacy of 7 children, 22 grandchildren, and 20 great-grandchildren.

Directs that copies of the resolution be provided to Boteler's family and members of the Capitol Press Corps.
