Applies to Congress under Article V of the U.S. Constitution to call a limited convention for proposing amendments addressing the corrupting influence of money in elections, specifically concerns raised by Citizens United v. FEC.

Requests the convention be limited exclusively to protecting free and fair elections and removing excessive spending from the electoral process.

Specifies convention delegates shall be comprised equally of individuals elected to state and local office or selected by election in each Congressional district, prohibiting all current and former federal office holders from serving as delegates.

Declares this application a continuing application to be considered together with similar applications from Vermont (2013-2014), California (2013-2014), Illinois (98th General Assembly), New Jersey (2014-2015), and future applications until two-thirds of states have applied.

Directs copies of the resolution be sent to Congress leadership, the Mississippi congressional delegation, and presiding officers of legislatures in all states requesting cooperation.
