Honors the life and legacy of Willie L. Richardson, Jr., a Jackson State University football standout and NFL Hall of Famer who passed away on February 8, 2016.

Recognizes Richardson's nine-season professional football career as a wide receiver, primarily with the Baltimore Colts (1963-1971), including a Super Bowl III appearance and Pro Bowl selections in 1967 and 1968.

Acknowledges Richardson's induction into three halls of fame: Jackson State University Sports Hall of Fame (1978), Mississippi Sports Hall of Fame (1979), and College Football Hall of Fame (2003).

Notes Richardson's post-NFL career serving as Director of Enforcement for the Mississippi State Tax Commission and his work as a commentator and recruiter for Jackson State football.
