Honors the life and legacy of Gilbert Ellzey "Gil" Carmichael, who died January 31, 2016, recognizing him as a community leader and statesman.

Notes his influence in Mississippi politics and transportation infrastructure, including authoring a 1,077-mile statewide four-lane highway construction program and a 700-mile regional railroad, and his candidacies for U.S. Senate, Governor, and Lieutenant Governor.
