Applies to Congress under Article V of the U.S. Constitution for a convention of states to propose amendments limiting federal fiscal spending, federal power and jurisdiction, and terms of office for federal officials and members of Congress.

Declares this application covers fiscal restraints on the federal government, limits on federal power and jurisdiction, and term limits for federal officials and Congress members, and may be aggregated with other states' applications on these same subjects.

Directs the Secretary of the Senate to transmit copies of this application to the President, Senate Secretary, House Speaker, House Clerk, all Mississippi congressional representatives, and presiding officers of state legislatures in all states.

Establishes this as a continuing application under Article V that remains in effect until at least two-thirds of state legislatures submit applications on the same subjects.
