Urges the City of New Orleans to transfer temporary control of Confederate artifacts and memorabilia currently not on public display to the cities of Gulfport and Biloxi, Mississippi, and Beauvoir - The Jefferson Davis Home and Library for archiving and preservation.

Specifies the transfer would grant temporary guardianship only, not permanent ownership, and would remain in effect until New Orleans requests return of the materials or Louisiana state officials require their preservation within the state.

Requests that New Orleans bear all costs associated with removal, placement, and maintenance of transferred items, with no funding to come from special legislative appropriations, public or private sources, or Mississippi Department of Archives and History grants.

Identifies Beauvoir, the home of former Confederate President Jefferson Davis in Biloxi, as an appropriate repository for these materials as a historic symbol of Mississippi's Confederate heritage.

Directs that copies of the resolution be provided to governing authorities of Gulfport, Biloxi, and New Orleans, as well as the Capitol Press Corps.
