Commends Representative Reecy L. Dickson for 22 years of service representing House District 42 (Kemper, Lauderdale, and Noxubee Counties) in the Mississippi House of Representatives.

Recognizes her prior achievements as the first African-American woman elected Superintendent of Education in Mississippi and the first African-American elected to a county-wide office in Noxubee County.

Notes her legislative committee service on Apportionment and Elections, Appropriations, Corrections, Education, Insurance, and other committees, and her role as Chairwoman of the Select Committee on Poverty.

Acknowledges her work as Chairwoman of the Mississippi Legislative Black Caucus and her efforts to address poverty by bringing county officials from Mississippi's 20 poorest counties before the House.
