Commends Mr. Dowell Taylor, a native of Jackson, Mississippi, upon his retirement as Director of Bands at Jackson State University after a distinguished career in music education.

Recognizes Taylor's accomplishments including his work as Director of Bands at Mary Holmes Junior College, Kentucky State University, and Jackson State University (1984-1992 and 2012 onward), and his development of an undergraduate music technology degree program at JSU.

Acknowledges his marching band's numerous awards and performances, including appearances at the 1991 NBA All-Star game, Motown's 30th Anniversary Celebration, and selection as the top Historically Black College and University band in the nation.

Highlights Taylor's recognition through multiple awards including the JSU Outstanding Alumnus Award (1992), Jackson Music Awards Local Musician of the Year (1992, 1998, 2000, 2003), and Mississippi Jazz Foundation honor (2010).

Directs distribution of the resolution to Mr. Taylor and members of the Capitol Press Corps.
