Amends House Rule 74 of the 2016-2020 Rules of the House of Representatives to authorize questions of privilege.

Defines questions of privilege as matters affecting the rights of the House collectively, its safety, dignity, and the integrity of its proceedings.

Includes individual member rights, reputation, and conduct in their representative capacity as questions of privilege.

Restricts questions of privilege to be raised only as the last matter of business before adjournment.
