Amends House Rule 18C to allow members to speak at the podium and have their speeches telecasted when the House is not in session, subject to specified conditions.

Member speeches may only be telecasted after 5:00 p.m. or after the journal is closed each day, whichever is later, and members must maintain House decorum standards.

Members must submit written requests to the Clerk of the House no later than the day before their intended speaking date, specifying the date and length of time needed.

Requests are authorized in chronological order and the schedule is open to the public; members who miss scheduled times or exceed allotted time must wait three legislative days before requesting another appointment.

Takes effect immediately upon House adoption.
