Expands the Mississippi Telephone Solicitation Act to cover text messages and wireless telephone communications in addition to landline calls.

Broadens the definition of "consumer" from only residential landline users to include any actual or prospective purchaser, lessee, or recipient of consumer goods or services.

Adds text messaging systems and data communications to the definitions of telephone solicitation methods and caller identification services.

Redefines "telephone solicitation" to explicitly include text messaging over wireless telephones, expanding protections against unsolicited marketing communications.

Effective date: July 1, 2016.
