Requires the Department of Information Technology Services to participate in biennial peer reviews of state procurement processes conducted by the Legislature's PEER Committee.

Defines "net-of-fee contract" as a contract requiring no expenditure of state funds from any source (state, federal, or other) and establishes new rules requiring Office of Purchasing approval and bid procedures for such contracts.

Mandates all state agency employees involved in procurement complete the Mississippi Certified Purchasing Program within 24 months, with noncompliant employees losing purchasing authority until certification is obtained.

Requires higher education institutions to submit all net-of-fee contracts to the Board of Trustees of State Institutions of Higher Learning for prior approval and establishes reporting requirements on procurement impacts from 2015 legislation.

Classifies inmate canteen facility administration contracts as net-of-fee contracts subject to new oversight rules and repeals the prior separate canteen services contracting statute; bill effective July 1, 2016.
