Expands the alternative fuel motor vehicle loan program from school districts and municipalities to all political subdivisions, including counties, charter schools, natural gas districts, water supply districts, airport authorities, and community hospitals.

Establishes a revolving loan program through the Mississippi Development Authority to provide interest-free loans to political subdivisions for purchasing alternative fuel vehicles, conversion kits, and refueling stations.

Renames the fund from "Mississippi Alternative Fuel School Bus and Municipal Motor Vehicle Revolving Loan Fund" to "Mississippi Political Subdivision Alternative Fuel Motor Vehicle Revolving Loan Fund" to reflect expanded eligibility.

Clarifies that qualified alternative fuel property includes conversion kits, OEM alternative fuel vehicles, refueling systems, station upgrades, and portable/mobile refueling systems that reduce emissions.

Loan applicants must submit applications to the Mississippi Development Authority describing the loan purpose, amount requested, and any other required information, with repayments deposited back into the revolving loan fund.
