Extends Mississippi's compulsory school attendance law to kindergarten-age children (five years old as of September 1) by amending Section 37-13-91.

Requires kindergarten-age children to enroll in and attend licensed public, parochial, nonpublic, or legitimate homeschool kindergarten programs that address cognitive, social, and emotional needs.

Defines "school" for kindergarten purposes to include licensed kindergarten programs and legitimate homeschool kindergarten programs meeting specific educational standards.

Maintains existing exemptions for children with physical, mental, or emotional incapacity; those in special education programs; and those in legitimate home instruction programs.

Takes effect July 1, 2016.
