Establishes a pilot program requiring students in grades 1-12 to read a minimum of four books per school year beyond regular textbooks and submit satisfactory book reports

Limits participation to up to 10 school districts statewide, selected through an application process administered by the State Board of Education

Mandates at least one pilot program each in Sunflower and Bolivar Counties if applications are received from those areas

Requires at least three participating districts to have an accreditation level of 3 or below at the time of application, if such districts apply

Authorizes the State Department of Education to develop curriculum guidelines and age-appropriate book recommendations for participating districts

Effective date of July 1, 2016
