Authorizes clinical nurse specialists to provide home health services to Medicare and Medicaid beneficiaries consistent with federal law and to receive reimbursement for those services.

Authorizes certified nurse practitioners and clinical nurse specialists to prescribe Schedule II-V controlled substances after completing a board-approved educational program.

Authorizes physician assistants to provide home health services to Medicare and Medicaid beneficiaries as authorized by applicable federal law.

Amends Mississippi nursing practice definitions to include prescriptive authority for clinical nurse specialists as identified by the Mississippi Board of Nursing.

Effective July 1, 2016.
