Authorizes issuance of up to $6,000,000 in state general obligation bonds to fund construction, furnishing, and equipping of a new Highway Safety Patrol Substation in Starkville, Mississippi

Creates the "2016 Department of Public Safety Improvements Fund" as a special fund within the State Treasury to hold and disburse bond proceeds

Bonds must be issued before July 1, 2020, and must mature within 25 years from date of issue

Department of Finance and Administration, through the Bureau of Building, Grounds and Real Property Management, will oversee expenditure of funds and may accept local or other source funding for the project

Bonds and income from them are exempt from all Mississippi state taxation and are backed by the full faith and credit of the state
