Prohibits tanning facilities and operators from allowing anyone under 18 years of age to use tanning devices, replacing previous parental consent provisions.

Imposes civil penalties of up to $100 for first violations and up to $500 for subsequent violations on facilities that allow minors to use tanning devices.

Requires tanning facility operators to verify age using photo identification issued by government or educational institutions before allowing device use.

Mandates tanning facilities post notices about the age restriction, civil penalties, health risks (including skin cancer and premature aging), and procedures for reporting violations.

Expands definition of "tanning facility" to include any location providing access to tanning devices regardless of whether fees are charged, such as health clubs, apartments, and condominiums.

Effective July 1, 2016.
