Allows electric power associations to have perpetual duration instead of limiting incorporation period to 99 years.

Establishes that all rates charged by associations shall be set by the board of directors and shall not be regulated by the Mississippi Public Service Commission, with limited exceptions for disconnection during weather emergencies, life-threatening situations, and domestic violence victim deposits.

Exempts associations regulated by the Tennessee Valley Authority from state and local jurisdiction over operations, facilities, services, and rates that fall under TVA regulatory authority.

Requires associations to submit annual financial and compliance audits to the Mississippi Public Service Commission and Public Utilities Staff, and establishes a six-year limitation period for billing error claims.

Revises procedures for certificate of incorporation filing, amendment, consolidation, and dissolution by removing requirements for Attorney General and Governor approval and streamlining the process through the Secretary of State.
