Eliminates the one-mile distance requirement for kindergarten through grade 4 students to receive school bus transportation; these students are entitled to transportation regardless of distance from home to school.

Maintains the one-mile distance requirement for students in grades 5-12, who must live one mile or more from their assigned school to receive state-funded transportation.

Permits school districts to provide transportation to students living less than one mile away if they are on an established bus route and space is available, without state funding.

Authorizes school districts to lease or contract with public or private entities for implementation of student transportation services.

Takes effect July 1, 2016.
