Extends military leave protections to employees of private businesses and industries, not just government employees, allowing them to take unpaid leave for military training and duty orders without losing their jobs.

Guarantees up to 15 days of paid military leave without loss of pay, annual leave, or efficiency ratings; periods exceeding 15 days are unpaid but protected leave until relieved from duty.

Requires employees to be restored to their original position or equivalent position with same seniority, status, and pay upon return from military service, with protection against discharge for one year after restoration.

Mandates re-employment applications be submitted within 90 days after discharge from military service or relief from hospitalization related to military service, with no time limit affected by changes in business administration.

Takes effect July 1, 2016, and supersedes any conflicting state laws regarding military leave and re-employment rights.
