Authorizes school districts to choose between processing either a single monthly payroll or a semimonthly payroll for licensed and nonlicensed employees, at the discretion of the local school board.

Requires all payroll settlements to use electronic direct deposit for net pay of all school district employees.

Applies the same payroll flexibility provisions to both regular school districts and charter schools.

Maintains minimum monthly salary payment requirement for school employees, with salaries paid in equal monthly installments beginning in the first month of employment.

Employees who fail to complete their contractual obligation and receive overpayment become liable to the school board for repayment plus interest at the current Stafford Loan rate.
