Prohibits state and local officials from knowingly enforcing federal executive orders, laws, or regulations issued after the bill's effective date that restrict firearms, firearm accessories, or ammunition if they conflict with the Second Amendment or Article 3, Section 12 of the Mississippi Constitution of 1890.

Exception allows enforcement of court orders and does not apply to federal drug or gang enforcement activities or acts that facilitate firearm transfers under federal law.

Imposes civil penalties of up to $1,000 for first violations (paid to state general fund) and misdemeanor penalties for subsequent violations under Section 99-19-31.

Establishes that violations constitute a breach of oath of office for state and local officials, agents, or employees.

Clarifies that the bill does not affect search and seizure laws under the Fourth, Fifth, and Fourteenth Amendments or state constitutional provisions, and creates no private civil cause of action.
